Fusions are ment to be able to defeat an enemy so powerful you alone cant be beat him.

while fighting Freeza Piccolo was wished back to life and to Planet Namek. There he met Nail. Nail allready fought Freeza and knew how powerful he was. Also Nail could come in handy because he knows Freezas moves because of the fight. Piccolo did have the advantage on Freeza but when Freeza transform into the 3rd form Piccolo was no match for Freeza

when Cell appear no one was powerful enough to beat him. Also the Androids were to strong. So Piccolo decided to merge with Kami, the being he hates the most. Piccolo was all powerfull, to Cell(not much but still) and to the Androids. But when Piccolo was fighting 17 he spilled much of his energy so Cell could defeat him easily and almost kill him. Then Cell absorbed 17 and no one could beat him. Vegeta had the chance but waisted it.

Fusion Dance
This technique is used quite a lot after it has been learned. But the first time it was used was when fighting Majin Buu.
Goten and Trunks learned the Fusion Dance by Goku.
They fused and became after a few failures Gotenks.
Gotenks is able to go SSJ3 like Goku. Gotenks was very strong but not able to defeat Buu because the fusion and the SSJ3 form drained a lot of energy.
Goku and Vegeta also fused. With Potara Earrings(more on the page) and also by Fusion Dance they created Gogeta and Vegetto. Gogeta wants to kill someone quickly to get it over with. Vegetto likes to toy with his enemys. Just like the real persons. It just depends who is in control
